TIC B-Forms and Instructions

(REVISED 4-25-2013) The Effective Date is changed to DECEMBER 2013, from June 2013, for the Proposed Revisions [FYI: This is the 2nd change; it supersedes the March 27 change of the effective date to September 2013.]:
  • The Federal Register Notice of January 2013PDF icon announced revisions to each form. Revisions are proposed for all TIC B and TIC C forms, to become effective for reports as of December 2013 and afterwards. The proposals include a significant shift of the reporting panel from the C forms to the B forms -- with the result that all financial institutions will report on the B forms. Comments from the public were due by March 4, 2013.

The Federal Reserve Bank of New York held a seminar on September 20, 2006 ( agendaPDF icon ), that provided: an overview of reporting requirements for the S-Form and the various B-Forms; lists of common reporting errorsPDF icon for the B and S reports; and discussions of how TIC B and S data are edited by FRS staff.
 
Description:
The TIC B-forms are part of the Treasury International Capital (TIC) data reporting system, which is required by law (22 U.S.C. 286f; 22 U.S.C. 3103; E.O. 10033; 31 C.F.R. 128), and are designed to collect timely and reliable information on the international portfolio capital claims and liabilities of U.S. banks and securities brokers and dealers with foreigners. This information is necessary for compiling the U.S. balance of payments accounts and the U.S. international investment position, and for formulating U.S. international financial and monetary policies.
Who Reports on the B-forms:
Depository institutions (see Part I.D of the instructions for list of organizations included); bank holding companies and financial holding companies (BHCs/FHCs); and securities brokers and dealers, regardless of their affiliations with other entities.
