                        <title>Executive Order Blocking the Property and Interests in Property of the Government of Iran And Iranian Financial Institutions</title>
                        <description>The President has signed a new Executive Order blocking the property and interests in property of the Government of Iran and Iranian financial institutions.  The E.O. requires U.S. persons to block all property and interests in property of the Government of Iran (including the Central Bank of Iran), of all Iranian financial institutions, and of all persons determined by the Secretary of the Treasury to be owned by, controlled by, or acting for or on behalf of any of those parties, when that property comes within the United States or within the possession or control of U.S. persons.  The E.O. builds upon the Iranian Transactions Regulations (ITR) and does not apply to certain Iranian property that was blocked in November 1979 and made subject to transfer directives in 1981.  Transactions involving the Government of Iran or Iranian financial institutions that previously needed to be rejected, now must be blocked, except that OFAC has issued two General Licenses which, subject to certain exceptions, continue to allow transactions that were previously authorized by OFAC or not prohibited, including the transfer of personal remittances by U.S. depository institutions to and from Iran.                         <title>Treasury Issues Guidance Concerning National Defense Authorization Act Sanctions on Iran</title>
                        <description>Today the Department of the Treasury issued guidance concerning the implementation of section 1245 of the National Defense Authorization Act (NDAA).  

The guidance clarifies a number of issues related to the implementation of the NDAA provision as it relates to foreign governments, financial institutions, and other interested parties.  Among other topics, the guidance addresses the scope of institutions that may be subject to sanctions under the NDAA, the nature of the transactions that are covered, and how the Administration will approach the determination of what qualifies as a significant reduction in a countrys purchases of crude oil from Iran. 

Executive Order 13599 delegates to the Secretary of the Treasury, in consultation with the Secretary of State, authority to determine whether a foreign financial institution has engaged in significant transactions of the type that trigger sanctions under the Act.  The Secretary of State, in consultation with the Secretary of the Treasury, the Secretary of Energy, and the Director of National Intelligence, is delegated authority to determine whether any country has significantly reduced the volume of its crude oil purchases from Iran.

The Office of Foreign Assets Control has issued a General License related to Syria to authorize transactions in connection with patent, trademark, copyright, or other intellectual property protection that would otherwise be prohibited by Executive Order 13582.

OFAC is also amending General License No. 5a and reissuing the general license under the Weapons of Mass Destruction Proliferators Sanctions Regulations, 31 C.F.R. Part 544; the Iranian Transactions Regulations, 31 C.F.R. Part 560; and Executive Order 13599, in order to authorize certain transactions related to the arrest, detention, and judicial sale of the MV Dianthe (f.k.a. Horsham, f.k.a. Iran Bam, IMO No. 9323833), which is a vessel on OFAC’s Specially Designated Nationals and Blocked Persons list.  The vessel is currently under arrest in Mundra, India.

The amended IFSR provide for sanctions on foreign financial institutions that knowingly conduct or facilitate certain significant financial transactions with the Central Bank of Iran or a U.S.-designated Iranian financial institution.                         <title>Interpretive Guidance and Statement of Licensing Policy on Internet Freedom in Iran </title>
                        <description>On March 20, 2012, the Department of the Treasury's Office of Foreign Assets Control ("OFAC") issued Interpretive Guidance regarding the scope of the personal communications general license in section 560.540 of the Iranian Transactions Regulations, 31 C.F.R. part 560 (the"ITR"), which authorizes the exportation of certain services and software incident to the exchange of personal communications over the Internet. In addition, OFAC is clarifying its existing Statement of Licensing Policy ("SLP") that establishes a favorable licensing policy through which U.S. persons can request OFAC approval to export to Iran certain services and software not covered by section 560.540 of the ITR that directly benefit the Iranian people.  This SLP applies to services and software such as web hosting, online advertising, fee-based mobile apps, and fee-based Internet communication services. </description>

                        <title>Notice Regarding Change in OFAC License Case Numbers</title>
                        <description>The Office of Foreign Assets Control continues to streamline and modernize the OFAC licensing process.  This stage of the modernization effort will be reflected in the documents the Licensing Division generates and sends to license applicants and other correspondents.  

Please be aware that the numbering system used by the Licensing Division has been changed and is being reflected in new licenses, denial letters, and other correspondence issued after March 26, 2012.  As was previously the case, the new numbering will begin with alphabetical characters designating the sanctions program e.g., CU, IA, or SU.  The new numbers will be followed by (1) the calendar year, (2) a unique six-digit number, and (3) a final number denoting original or amendment.  For example, a new license issued pursuant to the Cuban Assets Control Regulations (31 C.F.R. Part 515) would bear a number styled as License No. CU-2012-XXXXXX-1, while a license issued pursuant to the Iranian Transactions Regulations (31 C.F.R. Part 560) would appear as License No. IA-2012-XXXXXX-1.  

For the time being, the old licensing case numbering system will not disappear completely.  An amended version of a license that was originally issued prior to March 26, 2012, will continue to follow the original license case number system, i.e., alphabetical characters for the sanctions program followed by the existing license number and an alphabetical character, as in the past.

We make this announcement to inform you of the continuing developments underway to streamline and modernize the OFAC work process.  Frequent applicants and financial institutions are sure to notice the new numbers soon.

                        <title>General License Authorizing Certain Financial Transactions in Support of Humanitarian, Religious, and other Not-for-Profit Activities in Burma</title>
                        <description>On April 17, 2012, the Office of Foreign Assets Control issued General License No. 14-C pursuant to the Burmese Sanctions Regulations, 31 CFR Part 537, authorizing certain financial transactions in support of humanitarian, religious, and other not-for-profit activities in Burma.

General License No. 14-C replaces and supersedes in its entirety Amended General License No. 14-B (dated December 2, 2008).  Subject to certain limitations, General License No. 14-C authorizes the exportation and reexportation of financial services in support of certain not-for-profit activities in Burma including:  (1) projects to meet basic human needs; (2) democracy building and good governance projects; (3) educational activities; (4) sporting activities; (5) non-commercial development projects directly benefiting the Burmese people; and (6) religious activities.</description>

                        <title>Release of GHRAVITY Executive Order FAQs</title>
                        <description>On April 22, 2012, the President signed an Executive Order Blocking The Property And Suspending Entry into the United States of Certain Persons with Respect to Grave Human Rights Abuses by the Governments of Iran and Syria Via Information Technology (the "GHRAVITY E.O."). Effective 12:01 a.m. eastern daylight time on April 23, 2012, the GHRAVITY E.O. blocks all property and interests in property of persons listed in its Annex, and all persons determined by the Secretary of the Treasury, in consultation with or at the recommendation of the Secretary of State, to meet the criteria in the order.

                        <description>Today the President signed an Executive Order (E.O.), Prohibiting Certain Transactions with and Suspending Entry into the United States of Foreign Sanctions Evaders with Respect to Iran and Syria, providing the U.S. Treasury Department with a new authority to tighten further the U.S. sanctions on Iran and Syria.   
 
This E.O. targets foreign individuals and entities that have violated, attempted to violate, conspired to violate, or caused a violation of U.S. sanctions against Iran or Syria, or that have facilitated deceptive transactions for persons subject to U.S. sanctions concerning Syria or Iran. With this new authority, Treasury now has the capability to publicly identify foreign individuals and entities that have engaged in these evasive and deceptive activities, and generally bar access to the U.S. financial and commercial systems.</description>

                        <description>OFAC updated its Comprehensive Guidelines for License Applications to Engage in Travel-Related Transactions Involving Cuba (the Application Guidelines") to reflect changes made to the licensing criteria set forth in the section of the Application Guidelines pertaining to educational exchanges not involving academic study pursuant to a degree program (also known as people-to-people exchanges)(31 CFR Part 515, Section 515.565(b)(2)).  The Application Guidelines are intended to assist persons who wish to engage in travel-related transactions involving Cuba in making their own determinations as to whether their activities are authorized by a general license (in which case no specific license from OFAC is needed), or their activities could be authorized by a specific license from OFAC (in which case an application is required).</description>

                        <description>Today the President signed an Executive Order (E.O.), "Blocking Property of Persons Threatening the Peace, Security, or Stability of Yemen."  This E.O. provides the U.S. Treasury Department with a new authority to target individuals and entities posing a threat to Yemen's peace, security, or stability, including those who are obstructing the implementation of the November 23, 2011, agreement that provides for a peaceful transition of power meeting the legitimate demands and aspirations of the Yemeni people.
 
This authority is designed to make it clear to those individuals in Yemen that are determined to undermine the country's ongoing democratic transition that the United States will take the steps necessary to hold them accountable for their actions.
