(Washington, DC) Charles “Chuck” Lacijan, the first and only Staff Director of the Internal Revenue Service (IRS) Oversight Board, is retiring. Mr. Lacijan has served the IRS Oversight Board for the past eleven years.
Mr. Lacijan helped set the foundation for the Oversight Board, and helped the Board provide critical oversight and recommendations regarding the IRS budget and strategic plans. He assisted in developing a comprehensive plan for using performance measures to evaluate the IRS’ effectiveness.
Prior to serving the Board, Mr. Lacijan was a Senior Policy Advisor to the National Commission on Restructuring the IRS. The commission’s work culminated in the enactment of the IRS Restructuring and Reform Act of 1998. Subsequent to serving on the National Commission staff, he was a Senior Technical Advisor to the Implementation Group, Inc. and served as the first chair of the Electronic Tax Administration Advisory Committee. He began his career designing submarine command and control systems for the Electric Boat Division of General Dynamics in Groton, Conn.
Mr. Lacijan has a Bachelor of Science degree in electrical engineering from The Cooper Union, a Master’s degrees in electrical engineering from the University of Connecticut, and a Master of Business Administration from the University of New Haven.
Mr. Lacijan was recently presented with the United States Treasury Meritorious Service Award by Board Chairman Paul Cherecwich, Jr., on behalf of Secretary of Treasury Geithner, for his service to America’s taxpayers. “Without question, the IRS made enormous strides in the past decade, in no small part due to Chuck’s assistance to the Board. For this achievement and many others, we offer Mr. Lacijan our deepest respect and gratitude,” said Oversight Board Chairman Paul Cherecwich, Jr.
The Board welcomed Lisa A. McLane as staff director. Ms. McLane, who has worked for the IRS for over 24 years, started her career with the Service in 1987 as a tax examiner at the Philadelphia Service Center. For more than a decade, she has held senior manager positions at IRS headquarters in Washington, DC. Recently, she was the Director of the Affordable Care Act Project Management Office under the Deputy Commissioner for Services and Enforcement. Prior to that, she held a number of key positions, including serving as Special Assistant to the Deputy Commissioner, Tax Exempt and Government Entities Division, Director of the Special Projects Office in Agency-Wide Shared Services, Senior Manager in the Office of Professional Responsibility, Technical Project Manager in the Office of Taxpayer Burden Reduction, Senior Operations Advisor in the Small Business/Self Employed Division (SB/SE), and Executive Assistant to the SB/SE Division Commissioner. She completed the IRS Executive Readiness Program in 2011.
