DC Pensions

Pursuant to the Balanced Budget Act of 1997, as amended, the Office of D.C. Pensions is responsible for carrying out the Secretary of the Treasury's responsibility to fund and administer the District of Columbia Judges' Retirement Plan and the federal portion of the District of Columbia Teachers’, and Police Officers’ and Firefighters’ Retirement Plan.  For more information, contact: dcpensions@treasury.gov
The mission of the Office of D.C. Pensions is to implement the Secretary's responsibilities under Title XI of the Balanced Budget Act of 1997, Public Law 105-33 (111 Stat. 251, 712), as amended. The responsibilities are to make timely and accurate benefit payments associated with the District of Columbia retirement programs for police officers and firefighters, teachers and judges by managing investments, providing oversight and program management, and ensuring funding is available for future payments.
Benefits administration services are provided by the District of Columbia Retirement Board (DCRB).
Office of D.C. Pensions Organizational Chart. Nancy Ostrowski is the Director of the Office of D.C. Pensions. The following report to the Director: Ann Albin (Senior Program Manager), Paul Cicchetti (Actuary), Vacant (Senior Program & Planning Manager). The Office of D.C. Pensions is comprised of the following 4 service divisions: Administrative Services, Financial Services, Benefit Services, and IT System Services. Administrative Services includes: Program Administration. Program Administration is comprised of: Vacant (Assistant Director), Richard Leon (Administrative Officer/Service lead), Pelham VanCooten (Data Management Specialist), Vacant (Program Analyst). Financial Services includes Finance and Resource Administration. Finance and Resource Administration is comprised of: Isabel Mcconnell (Assistant Director), Kande Hooten (Actuary), Andre Small (Financial Manager), Pat Jackson (Financial Management Analyst), Jennifer Satterfield (Financial Manager), Vacant (Financial Intern), and Vacant (Actuary).Benefits Services includes Benefits Administration. Benefits Administration is comprised of: Lashon Brown (Assistant Director), Tonya Crawford (HR Specialist), Vacant (HR Specialist), Iris Murphy-Jones (Management and Program Analyst), Christine Thomas (HR Specialist), Eleanor Hubbard (Detail – Management and Program Analyst), Vacant (HR Specialist), Vacant (HR Specialist), and Vacant (Management and Program Analyst).IT System Services includes IT Systems Administration. IT Systems Administration is comprised of: David Roth (Assistant Director), Shalamar Barnes (IT Specialist), James Wang (IT Specialist/Service Lead), and Vacant (Technical Operations Manager).The Office of D.C. Pensions is supported by other Treasury Offices including the Deputy Assistant Secretary for Human Resources and Chief Human Capital Officer (DASHR) and the Office of General Council (OGC). Staff from DASHR include Tari Thompson (Staff Assistant/Special Assistant). Staff from OGC include Michael Brewer (Attorney), Matthew Mulling (Attorney), and David Dzara (Attorney).
